#25November – Association of Basque Municipalities (EUDEL) Declaration

This year, on 25 November – the International Day for the Elimination of Violence Against Women, Basque Municipalities were sent a model Institutional Declaration drafted and agreed by the Association of Basque Municipalities (EUDEL) and Emakunde, within the BERDINSAREA Commission on Violence.

 

This declaration was approved by the EUDEL Executive Committee at its meeting on Friday, 11 November, and has been sent to Basque town councils as a template that can be adapted, as appropriate, to each municipal reality and then signed.

 

This year’s Declaration

It was decided to elaborate a Declaration that has practical effects on improving the institutional response to violence against women and to link the Declaration with current initiatives that are already being promoted by Emakunde and EUDEL.

 

Assessment systems and local protocols

For this reason, the text itself refers to systems of assessment that, supported by both institutions, are operating within the municipalities (and in other Basque institutions) in order to verify that public policies in the field of equality and against violence against women, fulfil the obligations deriving from international treaties, state and regional regulations.

 

Focus: ISTANBUL CONVENTION

The focus of this year’s Declaration is the Istanbul Convention (2011) as it is the first binding instrument at European level on violence against women; it is also a far-reaching international treaty to address the grave violation of human rights inherent in violence against women.

 

The Istanbul Convention entered into force for the Spanish State on 1 August 2014. The following countries have ratified the Convention as of today: Albania, Andorra, Austria, Belgium, Bosnia and Herzegovina, Denmark, Finland, France, Italy, Malta, Monaco, Montenegro, the Netherlands, Poland, Portugal, Romania, San Marino, Serbia, Spain, Sweden and Turkey.
